Team selection is where execution reliability starts. VPM needs a committed core team that can make decisions during planning and show up consistently during daily management, plus support contributors who can be pulled in quickly when risk or technical depth requires it.

• Core team: lane owners and leaders accountable for ongoing delivery decisions.
• Delegates: qualified backups who represent a lane when a core owner is unavailable.
